Satoru has a special ability that he calls “revival”. Revivals are triggered regardless of his intentions and allow him to repeatedly time jump to the scene immediately before a "bad thing" (incident, accident, etc.) until the cause is removed. One day, a revival occurred while he was shopping with his mother Sachiko, resulting in the prevention of a kidnapping. However, Sachiko is murdered the next day by someone. Satoru strongly believes that he will be able to trigger the revival and prevent Sachiko's murder, and he is sent back to his boyhood through a time leap that is longer than he has ever experienced before.

In 1982, a new type of bomb explodes and destroys Tokyo. This triggered the outbreak of World War III. And in 2019, the world was on the way to rebuilding. In "Neo-Tokyo," the new capital built on Tokyo Bay, the city was prospering, but at the same time it was in a state of turmoil, with anti-government protesters and police clashing. The old city (the former Tokyo) was also about to be redeveloped in anticipation of the 2020 Tokyo Olympics. One day, a motorcycle gang team led by Kaneda was riding a motorcycle on a no-entry highway leading to the old city. Tetsuo is riding in the lead when suddenly a white-haired boy who looks like an old man appears in front of him. Tetsuo is unable to avoid him and causes an accident, injuring himself. The white-haired boy and Tetsuo are taken away by a military helicopter that immediately appears.
